摘要：结合深圳市大型文体设施建设运营的实践经验，分析使用PPP模式盘活存量文体设施的三大难点，包括场馆设计缺陷导致项目实施PPP成本增加、PPP配套政策滞后不支持项目空间结构有效调整和PPP项目用地条件限制盈利能力改善。针对以上问题，从找准项目功能定位、完善PPP相关配套政策、扩展存量项目发展空间三个方面提出解决建议。

Abstract：Based on the practical experience of the construction and operation of large-scale cultural and sports facilities in Shenzhen，this paper analyzes three main difficulties in using PPP model to innovate the stock sports facilities，including the design flaws in the venues that increase the cost of project implementation，the lagging PPP supporting policies do not support the effective adjustment of the project’s spatial structure，and the land conditions of the PPP project limit the profitability improvement. In view of the above problems，puts forward some suggestions from three aspects of identifying the project function orientation，improving the PPP related supporting policies，and expanding the development space of existing projects.
