摘要：分析近年来国内主要城市轨道交通项目的投资变化趋势，指出线网规划前瞻性不足、建设标准逐渐提高、设计方案优化不充分、利益协调机制不完善等是造成投资增长的主要因素。针对各种主要影响因素，提出了超前做好线网规划和用地规划、合理控制建设标准、加强设计方案优化、完善征地拆迁和管线迁改管理机制、优化重点环节的投资控制措施等有利于提高轨道交通项目投资控制效果的措施建议。

Abstract：This paper analyzes the investment trend of major urban rail transit projects in China in recent years，and points out the main factors that lead to the increase of investment，such as the lack of foresight of network planning，the gradual improvement of construction standards，insufficient optimization of design scheme，and the imperfect interest coordination mechanism. In view of various main influencing factors，puts forward some measures and suggestions to improve the investment control effect of rail transit project，such as making good planning of line network and land use，reasonably controlling construction standards，strengthening the optimization of design scheme，improving the management mechanism of land acquisition and relocation and pipeline relocation，and optimizing investment control measures for key links.
