摘要：分析现有地铁工程总承包项目的监管方式，并依据监管目标和监管原则，提出目前监管方式中存在的突出问题，最后引入合作治理理论从多方面提出改进现有监管方式的措施，实现政府、市场主体、社会组织等多方合作监管，以期提高地铁项目绩效，保证地铁工程总承包项目规范、健康的发展。

Abstract：This paper analyzes the existing supervision methods of general contracting projects of metro projects，and puts forward the outstanding problems in the current supervision methods according to the supervision objectives and supervision principles. Finally，introduces the cooperative governance theory to propose measures to improve the existing supervision methods from many aspects，so as to realize the government market entities，social organizations and other parties cooperate in supervision to improve the performance of metro projects，and ensure the standardized and healthy development of metro engineering general contracting projects.
