摘要：本文以建筑垃圾处置政策法规为基础，进行分阶段梳理；基于内容分析法，以政策工具、适用阶段、时间阶段为维度构建三维分析框架，分析我国建筑垃圾处置政策对行业发展的引领作用以及政策运用中存在的不足。分析表明，我国建筑垃圾处置取得初步成果，政策结构持续优化，然而配套的实施方案有待进一步地制定。据此提出适合我国国情的建筑垃圾处置产业发展的对策。

Abstract：On the basis of the policies and regulations on the disposal of construction and demolition waste（C&DW），sorts out the main content of them in stages. And based on the content analysis method，constructs a three-dimensional analysis framework with policy tools，application stages and time stages as dimensions，analyzes the leading role of the C&DW disposalpolicies of C&DW on the development of the industry and the deficiencies existing in the application of the policies. The analysis reveals that the disposal of C&DW has achieved encouraging results，the policy structure has been continuously optimized.However，the supporting implementation plan needs to be further formulated. On this basis，puts forward the development countermeasures suitable for China’s national conditions.
