摘要：联合体投标方式可以实现联合体各方的优势互补或者强强联合，应如何确定联合体的资质，各方之间经常产生分歧。引述和解读联合体资质的适用法律法规，然后以案例的方式，对多种联合体资质情形展开论述，并就编写联合体协议中的分工内容时应注意的问题向投标人作出提示。

Abstract：The bidding model of consortium makes all parties of a consortium have complementary or superposed advantages. The judgement on the qualification of a consortium，however，usually leads to disagreements. This paper quotes and interprets related legal provisions of bidding consortium qualification，and on this basis，provides several typical cases to discuss and analyze common situations of bidding consortium qualification. Furthermore，approaches bidders with suggestions on the key matters of consortium parties responsibilities when drafting a bidding consortium agreement.
