[摘　要]　从不平衡报价的产生背景入手，描述了不平衡报价的表现形式，列举了承包商不平衡报价的常用策略，提出防范投标人进行极端不平衡报价的应对措施。

Abstract: From the aspect of the occurrence background, the unbalanced bids forms were investigated in this paper. The strategies commonly used by contractors in project bidding process were described. According to the investigation, the countermeasures of how to inspect and control the risks of unbalanced bids were recommended.
