摘要：基于COSO风险管理框架，建立以目标确定、控制环境、风险识别、策略制定、监督改进等五个环节的高校工程招标采购风险管理体系。在不同业务层面建立合理目标的基础上，通过完善组织架构和工作机制、推行部门权责清单制度、加强行政文化等方式优化工程招标采购控制环境，精准识别工程招标采购各环节中的风险点，并制定合理有效的风险管控策略。

Abstract：The paper establishes the risk management system of project bidding procurement in university from target determination，control environment，risk identification，strategy making，monitoring and improvement based on the COSO risk management framework. On the basis of the establishment of reasonable objectives at different business levels，accurately identifies the risk points in each link of project bidding and procurement by improving the organizational structure and working mechanism，implementing the departmental list of powers and responsibilities，strengthening the administrative culture，optimizes the project bidding procurement control environment，formulates reasonable and effective risk control strategies.
