[摘　要]　为提高工程招标投标活动的公平和公正性，通过对交通部修订颁布的《公路工程施工招标投标管理办法》的研究，对双信封评标法在公路工程招标中的应用作了一些探索。

Abstract: To make the project bidding activities be more equal and impartial, with the study of Highway Construction Bidding Management Regulations revised and promulgated by the Ministry of Communications，the paper researches the application of two-envelope evaluation method in construction project biddings.
