摘要：在建筑师负责制、全过程工程咨询新业态下，政府投资项目要求实施限额设计，以投资概算控制项目总投资。提出以建设项目投资限额为目标，以投资控制为主线，贯穿全过程、全专业的协同设计方法，探讨新业态下建设项目限额设计的有效控制措施，为设计企业限额设计及投资控制提供参考。

Abstract：Under the new situation of architect responsibility system and whole process engineering consultation，the government investment project requires to implement the quota design and control the project total investment with the investment budget estimate. This paper provides a cooperative design method that takes the investment limit of construction project as the goal，takes the investment control as the main line，and runs through the whole process and the whole profession，discusses the effective control measures of the quota design of construction project under the new situation，in order to provide reference for quota design and investment control of design enterprises.
