摘要：政府投资工程的施工过程结算，是发承包双方按照合同对结算周期内合格已完工程进行验收、结算确认和限时支付的系统工程。通过统一概念和目标，明确承发包合同主体的事中专业化管控责任，梳理并优化施工过程结算的实体质量和计价质量控制要点，整合现行规范的进度款支付和期中结算要求，提高施工过程结算质量；通过行政并行监管改革，提出基于并行监督管的质量和效率控制机制及全面推行框架。

Abstract：The construction process settlement of government invested projects is a systematic project in which both parties settle and pay for the qualified completed projects in the settlement period according to the contract. This paper unfies the concepts and objectives，combs the key points of entity quality and pricing quality control of settlement，integrates the requirements of progress payment and interim settlement，clarifies the responsibility of in-process management and control of the contract subject to improve the work quality. Through the reform of administrative parallel supervision，puts forward the quality and efficiency control mechanism and comprehensive implementation framework based on parallel supervision.
