摘要:基于推行工程总承包单位“设计、施工双资质”背景,针对设计单位牵头的EPC联合体运营,总结现阶段该联合体模式的运营管理难点问题,然后从基于伙伴选择、风险防范、收益分配、组织架构四项关键要素深入分析运营管理重点环节进行,并给出提升运营管理的策略建议。

Abstract:Based on the background of carrying out “double qualification of design and construction” of general contractor,for the operation of EPC consortium led by the design unit,this paper summarizes the operation and management difficulties of the consortium model at this stage. Then,from the four key elements of partner selection,risk prevention,income distribution and organizational structure,analyzes the key links of operation and management in depth,and gives the strategic suggestions to improve the operation and management.
