[摘　要]　针对目前建设工程领域工程量清单计价过程中存在的问题，从招投标方面提出完善招标文件、建立企业定额及经济指标积累分析、确立材料信息系统和利用造价软件等措施，使得工程造价的确定更加符合投标人的管理水平和市场规律。

Abstract: According to the problems existed in process of BOQ at present, from the view of bidding activities, the paper puts forward some measures such as perfecting bidding files, building enterprises quota and economic index analysis, setting up materials information system and taking use of cost management software, for cost price fitting to the bidder management level and market discipline.
