[摘　要]　提高军队工程投资效益除了要在宏观决策上把关外，微观操作层面上的技术问题也不容忽视，招标就是其重要环节之一。基于现行的工程量清单计价模式及规范条款，探讨了如何规范招标、科学评标以及合理分担风险问题。

Abstract: Besides the macro decision, the micro technical problems can't be ignored and tender invitation is one of the important links in enhancing the military project's investment benefit. Based on the active valuation mode with bill of quantity and criterion items, this paper discusses the problems of how to standardize the tender invitation and bidding evaluation and how to share the risk reasonably.
