[摘　要]　提出了以多维柔性价值观为核心的投资策划与决策方法论，将建设项目前期分为投资策划和投资决策两个阶段，并将行为科学理论和实践引入建设项目前期全程，从而在传统理性最优化的基础上构建有限理性满意原则，提高建设项目投资策划和决策的可操作性。

Abstract: This paper proposes a systematic methodology of investment planning and decision-making based on multidimensional flexible values, disposes the pre-construction into two stages by investment planning and decision-making,and introduces the behavioral theory and practice into pre-construction,thereby the bounded rationality satisfaction rule is built on the basis of traditional rational optimality to enhance the operability.
