摘要：考虑到传统静态评价方法会忽视跨期决策活动，采用动态SBM模型测算2004-2018年中国建筑业的产能利用率，并进一步从侧面分析产能供给水平。结果显示，从整体规模看，中国建筑业不存在严重的产能过剩，但存在不可忽视的落后产能。最后，提出化解中国建筑业产能结构性过剩的对策。

Abstract：Considering that the traditional static evaluation method ignores intertemporal decision-making activities，this paper uses the dynamic SBM model to calculate the capacity utilization rate of China’s construction industry from 2004 to 2018，and further analyzes the capacity supply level from the side. The results show that from the overall scale，there is no serious overcapacity in China’s construction industry，but there is a backward capacity that can not be ignored. Finally，the paper puts forward the countermeasures to solve the structural surplus of China’s construction industry.
