摘要：选取2014年后财政部PPP国家示范项目中被“清退出库”或“调出示范”的187个项目作为研究对象，检索与分析其失败原因，得到133个项目的失败原因。然后将失败原因分为8类，分析示范项目的4类主要失败原因：不具备PPP模式实施条件、项目落地困难、未按时完成采购、项目示范性不充足。基于上述分析，从保障项目规范性、项目全生命周期示范性与项目可融资落地性三方面提出建议，以避免PPP项目的失败。

Abstract：This paper selects 187 PPP projects as the research object，which transferred from demonstration library to normal management library or even removed out of PPP project library of Ministry of Finance after 2014，retrieves reasons for the transferring or removing（regarded as failure PPP projects in China）of 133 projects through literature review，interviews and case studies. Then，divides the failure factorsinto 8 aspects and analyzes 4 keyfactors，i.e.lack of PPP implementation conditions，difficulty in project implementation，incomplete procurement on time and insufficient demonstration. Based on the above，puts forward relevant suggestions from three aspects of ensuring the project standardization，the demonstration of the whole life cycle of the project and the feasibility of project financing，so as to avoid the failure of PPP project.
