摘要：根据基础设施项目的特点和实际需求，结合相关研究，通过专家咨询法和归纳总结法，明确评价指标及其权重，建立一种通用的履约能力评价模型，在考虑不同地区和合同额的差异性的基础上，提出评分计算公式，并结合实例对所构建模型进行实证研究。结果表明，该模型能够有效评价项目参建企业的履约能力，帮助项目参建企业有针对性的解决影响企业履约能力的突出问题和薄弱环节。

Abstract：According to the characteristics and actual needs of infrastructure projects，based on related research，this paper clarifies the evaluation indicators and their weights by the expert consultation method and induction method，and establishes a universal performance evaluation model. Then，proposes a scoring calculation formula on the basis of considering the differences in different regions and contract amounts，and carries out empirical research on the model with examples. The results show that the model can effectively evaluate the performance capabilities of participating companies in a project，help participating companies to solve outstanding problems and weak links that affect their performance capabilities.
