摘要：从传统的投资估算失效问题入手，通过对项目推进过程中方案经济表达的全过程分析，揭示建设项目投资估算运行的系统性特征。基于系统思维，分析影响投资估算系统运行部件——估算执行者、费用构成模型、估算条件以及估算方法的特征和相互作用机理，提出分阶段“四位一体”投资估算组合模式，构建全过程多维度的投资估算有效运行体系并列举最佳有效组合模式，供同行参考。

Abstract：Starting with the failure problem of traditional investment estimation，this paper reveales the systematic characteristics of investment estimation operation of construction projects through the whole process analysis of project economic expression in the process of project promotion.Based on system thinking，analyzes the characteristices and interaction mechanism of the components that affect the operation of investment estimation system，such as the estimation executor，fee structure model，the estimation conditions and the estimation method，and puts forward a phased “four in one” portfolio model for investment estimation，constructs a multi-dimensional effective operation system of investment estimation in the whole process，and lists the best effective portfolio model for peer reference.
