摘要：引入脆弱性概念，利用结构方程模型（SEM）研究公共服务设施PPP项目脆弱性。首先，阐释公共服务设施PPP项目脆弱性的概念以及系统维度；然后以此为基础，提出公共服务设施PPP项目脆弱性结构方程模型的构建方法；最后，以某公共服务设施PPP项目为算例，验证该建模方法的科学性和有效性。

Abstract：This paper introduces the concept of vulnerability and uses structural equation model（SEM）to study the vulnerability of public service facilities PPP projects. First，explains the concept and system dimension of vulnerability of PPP projects of public service facilities. Then，proposes a method for constructing the structural equation model of vulnerability of public service facilities PPP projects based on the above analysis. Finally，takes a PPP project of public service facility as an example to verify the scientificity and effectiveness of the modeling method.
