摘要：以PPP模式下的产业投资基金为研究对象，分析“青岛城市发展1号线基金”在青岛地铁一号线PPP项目融资中存在的问题，提出确定基金支持标准、多元化资金来源匹配基金存续期、创新基金退出机制、建立PPP产业基金的分类收益分配模式、完善金融配套设施等优化措施。

Abstract：This paper takes the industrial investment fund under PPP mode as the research object，elaborates the existing financing questions in the PPP project of Qingdao Metro Line 1 through analyzing “Qingdao City Development Line 1 Fund”，proposes the corresponding solutions，such as clarifying fund support standards，diversifying sources of funds matching the duration of the fund，innovating the exit mechanism，establishing the classified income distribution mode，improving financial supporting facilities and so on.
