摘要：基于房屋建筑和市政基础设施工程视角，从地方政策到住建部《管理办法》中对工程总承包商的资质要求、招标准备、评标办法三方面规定进行文本分析和对比分析，构建工程总承包政策文件分析框架。研究发现业主方对于总承包商的双资质要求成为必然；招标时应明确项目的建设要求，根据项目类别考虑招标时点的选择；评标阶段，着重于评价标准的细化量化的综合评估法仍是主流选择。

Abstract：Based on the perspective of housing construction and municipal infrastructure engineering，this paper conducts textual analysis and comparative analysis of the three aspects of the general contractor’s qualification requirements，tender preparation and bid evaluation methods from the local policies to the management measures of MOHURD，so as to construct the analysis framework of the general contractor’s policy documents.The results show that the owner’s dual qualification requirements for the general contractor have become inevitable；the construction requirements of the project should be clarified when bidding，and the selection of the bidding time should be considered according to the project category；the bid evaluation stage focuses on the detailed and quantitative comprehensive evaluation of the evaluation criteria law is still the mainstream choice.
