摘要：澳大利亚是PPP模式运用最成熟的国家之一。介绍澳大利亚PPP模式的发展概况、管理制度和管理机构，总结澳大利亚PPP模式的特点，包括私营部门提供非核心服务、社会性和经济性基础设施两类操作模式、物有所值驱动、详尽的产出说明、全生命周期效率优化和风险管理、替代性争议解决机制、信息公开以及重视公共利益等，并提出对我国PPP模式发展的政策建议。

Abstract：Australia is one of the countries with the most mature application of PPP. This paper introduces the development of PPP in Australia，its management system and related institutions，and summarizes its characteristics，including the provision of non-core services by the private sector，two types of operation modes for social and economic infrastructure，value-for-money drivers，detailed output specifications，the whole life cycle efficiency optimization and risk management，alternative dispute resolution mechanism，information disclosure，and emphasis on public interests，etc.，and correspondingly puts forward policy suggestions for the development of PPP model in China.
