摘要：为提高装配式建筑激励政策实施效果评价的系统性与准确性，以公共政策评估理论、利益相关者理论为基础，根据装配式建筑激励政策特点和作用机理，建立装配式建筑激励政策实施效果评价概念模型，并分析概念模型构成要素。研究结果可以为装配式建筑激励政策实施效果评价的实证研究提供借鉴和参考。

Abstract：In order to promote the systematization and accuracy of the effect evaluation of the prefabricated building incentive policy，this paper analyzes the characteristics and action mechanism of prefabricated building incentive policy based on the public policy evaluation theory and stakeholder theory. Then，constructs the concept model of the effect evaluation of the prefabricated building incentive policy and analyzes the constituent elements of the concept model. The research results provide reference for the empirical research on the effect evaluation of the prefabricated building incentive policy.
