摘要：基于逻辑模型，从投入、活动、产出3个维度全面识别并构建综合管廊PPP项目绩效评价指标体系，基于粒子群算法优化的投影寻踪模型构建综合管廊PPP项目绩效评价方法，选取郑州某综合管廊PPP项目工程进行实证分析。结果表明：“产出”是最重要的逻辑要素，项目资金到位率对绩效评价结果影响最大。

Abstract：Based on the logical model，this paper comprehensively identifies and constructs the performance evaluation index system of the utility tunnel PPP project from three dimensions of input，activity，and output. Based on the projection pursuit model optimized by particle swarm optimization，proposes the performance evaluation method，and selects a utility tunnel PPP project in Zhengzhou for empirical analysis. The results show that output is the most important logical element，and rate of project funding has the greatest impact on performance evaluation.
