摘要：在分析PPP模式对政府债务影响的基础上，梳理地方政府隐性债务的存在形式，并从政府财政支出、政府保证机制、政府接管方式等角度出发，筛选PPP模式下产生隐性债务的诱因及其作用机理，在此基础上，提出地方政府债务风险防控的建议。

Abstract：On the basis of analyzing the influence of PPP model on the implicit debt of local governments，this paper sorts out the existing form of local government implicit debt，and screens out the incentives and effects of implicit debt in PPP model from the perspective of government fiscal expenditure，government guarantee mechanism，and government takeover mode，on the basis，proposes suggestions on prevention and control of local government debt risk.
