摘要：通过搜集现有国家规范，整理出城市轨道交通项目工程造价说明书模板。明确建设规划投资估算章节内容，并增加各阶段工程造价说明书中与建设规划估算对照说明内容。

Abstract：This paper collects the specifications of national specifications，and sorts out the template of urban rail transit project cost specification. And clarifies the chapter content of construction planning investment estimation，and adds the comparison between the construction cost specification of each stage and the construction planning estimation.
