摘要：既有建筑节能改造实施风险共担是项目效益共享共赢的基本条件。提出风险共担流程设计的独立性、系统性和动态性要求，架构POPP模式下既有建筑节能改造项目风险共担的三阶段实施流程，以项目风险有效共担推动既有建筑节能改造市场的健康有序运行。

Abstract：Risk sharing in the implementation of energy-saving renovation of existing buildings is the basic condition for win-win benefit sharing of the project. The paper puts forward the independence，systematicness and dynamic requirements of the risk sharing process design，and constructs the three-stage implementation process of risk sharing of the existing building energy saving renovation project under the POPP mode，so as to promote the healthy and orderly operation of the existing building energy saving renovation market with the effective risk sharing of the project.
