摘要：比较研究我国和国际通行的建设工程造价管理的差异，有助于我国建筑业走向国际化。以英国工料测量师造价管理为参照，比较我国与之在造价组成、造价确定程序、造价投资控制机制等方面的差异，并从提高项目前提设计深度和精度、提高造价管理信息化水平、积极引导施工企业自主报价、完善与国际接轨的工程量清单子目与规则等方面提出我国工程造价管理模式的优化建议，为我国造价管理与国际接轨提供参考。

Abstract：Comparing and studying the differences of construction project cost management between China and the world is helpful to the internationalization of China’s construction industry. Taking British quantity surveyors’ cost management as a reference，this paper compares the differences in cost composition，cost determination procedure and cost investment control mechanism between China and British quantity surveyors，and puts forward optimization suggestions from improving the depth and accuracy of project premise design，improving the informatization level of cost management，actively guiding construction enterprises to quote independently，and improving the subitems and rules of bill of quantities in line with international standards，provides reference for China’s cost management and international integration.
