摘要：以宁波市厨余垃圾处理厂PPP项目为例，阐述项目生命周期中面临的融资风险、设计和建造风险、运营和维护风险、移交风险、法律和政策风险等，最后针对上述五种风险提出风险管控的合理化措施，以期推动我国垃圾处理PPP项目的发展。

Abstract：Taking PPP project of Ningbo kitchen waste treatment plant as an example，this paper expounds the financing risk，design and construction risk，operation and maintenance risk，transfer risk，legal and policy risk in the project life cycle，and finally puts forward reasonable suggestions for risk management and control，in order to promote the development of PPP project of waste treatment in China.
