摘要：结合PPP模式在我国产业园区基础及公共设施建设中的应用现状，描述此类PPP项目合同体系复杂、形式多样、政策风险大、不确定因素多、架构复杂等特点。通过对具体案例的分析，总结PPP项目合同条款
的制定要点，并有针对性地提出相关对策建议。

Abstract：Combined with the application of PPP model in the construction of industrial park infrastructure and public facilities in China，this paper describes the characteristics of such PPP projects，such as complex contract system，diverse forms，high policy risk，many uncertainties，complex structure，etc. Through the analysis of specific case，sums up the key points of formulating the contract terms of PPP project，and puts forward relevant countermeasures and suggestions.
