摘要：以北京2022年冬奥会延庆赛区政府和社会资本合作（PPP）项目为例，对该项目运作模式的机制创新进行了深入探讨和分析。对该模式存在的制约因素进行了阐释并提出解决对策，总结剖析了该模式创新给各方带来的价值及实施意义。

Abstract：This paper takes the government and social capital cooperation（PPP）project in Yanqing district of Beijing 2022 Winter Olympics as an example，discusses and analyzes the mechanism innovation of the operation mode in depth. Explains the constraints of the model and gives the countermeasures. Finally，summarizes and analyzes the value and implementation significance of the mode innovation brought to all parties.
