摘要：以城市轨道交通保护方案安全评估及技术审查为例，根据国家及地方相关法律、法规、规范性文件，探讨其咨询服务费招标控制价的计算方法。明确安全评估与技术审查咨询服务的主要工作内容，按咨询服务所耗工日进行取费，计算得到招标控制价的基价，然后针对不同的建设项目提出与之对应的基价调整系数，同时提出不同评估点位的计算原则。

Abstract：Taking the safety assessment and technical review of urban rail transit protection scheme as an example，according to relevant national and local laws，regulations and normative documents，this paper discusses the calculation method of bidding control price of consulting service fee. First of all，defines the main work contents of the safety assessment and technical review consultation service，and calculates the base price of the bidding control price according to the work days consumed by the consultation service. Proposes the corresponding base price adjustment coefficient for different construction projects，and also puts forward the calculation principle of different evaluation points.
