摘要：作为传统PPP模式在区域综合开发领域的有益探索，阐述开发性PPP在功能定位、利益分配、风险治理等方面做出新的机制设计。围绕商业与公益、财政与经济、产业开发与空间开发展开创新性实践，契合了新型城镇化的内在要求和战略导向，在一定程度上缓解了城镇化发展过程中面临的效率不高、财政趋紧、

治理乏力等问题。

Abstract：As a active exploration of the traditional PPP model in the field of regional comprehensive development，this paper expounds the new mechanism design of development PPP in terms of functional positioning，benefit distribution，risk management，and innovates some practices around business and public welfare，finance and economy，industrial development and spatial development，which well meet the internal requirements and strategic orientation of the new urbanization. It alleviates the problems in the process of urbanization，such as low efficiency，tight finance and weak governance.
