摘要：指出建设项目竣工结算审价经常出现的疑难问题，以及造价工程师在解决这些疑难问题时所应遵循的有关合同、事实、市场和协商的基本原则，并采用一种归纳矛盾焦点、多种审价方案对比分析、选优的思路和方法。通过对上海某布展项目竣工结算审价案例的应用分析和研究，证明该方法是实用和有效的。

Abstract：This paper points out the difficult problems that often appear in the completion settlement and examining construction costs，as well as the basic principles of contract，fact，market and negotiation that cost engineers should follow when solving these difficult problems，and adopts a kind of thinking and method that sums up the focus of contradiction，compares and analyzes various examining construction costs schemes，and selects the best ones. This method is proved to be practical and effective through the application analysis and research on the case of completion settlement and price evaluation of a certain exhibition project in Shanghai.
