摘要：目前我国正处在推进新型城镇化和生态城市进程的关键时期，PPP模式在基础设施建设中发挥着巨大作用，物有所值定性评价是地方政府对PPP项目进行科学决策的有效工具。针对海绵城市PPP项目VFM定性评价，通过对入库海绵城市PPP项目的案例数据和物有所值报告的逻辑分析，从融资和供给侧效率角度提炼此类PPP项目的项目特征，在此基础上分析财政部《PPP物有所值评价指引（试行）》中物有所值定性评价指标与项目特征的相关性和匹配度，并提出基于项目特征的海绵城市PPP项目VFM定性评价体系完善建议。

Abstract：At present，China is in a critical period of promoting the process of new urbanization and eco-city，PPP mode plays a huge role. Qualitative evaluation of Value for Money has become an effective tool for local governments to make scientific decisions on PPP projects. Based on the logical analysis of Value for Money reports and case data of sponge city project in China Public Private Partnerships Center，this paper obtains the project characteristics based on financing path and supply side efficiency path，and then studies the relationship and matching degree between the qualitative evaluation index of Value for Money and project characteristics，finally proposes suggestions for improvement for the assessment of PPP model in sponge city construction based on project characteristics.
