[摘　要]　从分析监管道德风险的影响因素入手，结合规制设计理论，建立基于KMRW声誉模型的政府投资项目代建制道德风险分析模型，探讨了减弱甚至消除监管人员违规动机的方法，为构建有效的监管机制，提高监管人员道德素质提出建议，并通过案例分析得到了验证。

Abstract: Based on the factors influencing the moral risk of supervision, combined with regulation system design theory, the paper establishes the analysis model of moral risk under agent construction system in government investment projects based on KMRW reputation model, discusses how to reduce even to eliminate the irregularities motivation of supervisor, makes suggestions to build effective supervisory mechanism and improve the staff's moral quality.
