摘要：通过分析我国工程咨询行业市场相关政策和发展环境，探讨在全过程工程咨询推进背景下，我国中小型工程咨询企业的发展机遇，提出中小工程咨询企业发展应对举措，包括提供专业化和特色化服务、拓展工程咨询业务领域、把握新基建市场资源，拓展未来业务等，以期为中小工程咨询公司在全过程工程咨询推进背景下的改革升级提供参考。

Abstract：The paper discusses the developing opportunity for small and medium-sized engineering consulting enterprises in China with prospecting the whole process of engineering consulting by analyzing the corresponding industry policy and environment about engineering consulting. Then it proposes some measures for small and medium-sized engineering consulting enterprises，such as providing professional and specialized service，expanding the engineering consulting business line，expand future business by seize the business resource of new capital construction，etc，so as to providing reference for them to innovate and upgrade themselves with prospecting the whole process of engineering consulting.
