摘要：构建基于三方博弈的工程总承包模式推广模型，分析模型演化的路径和稳定策略，并通过Matlab仿真模拟来验证模型的有效性。研究表明，政府行为策略选择是决定博弈模型演化路径的关键因素。现实条件下，企业和业主均不会主动选择工程总承包模式，需要政府通过完善市场机制、增加财政补贴和推广全过程工程咨询等策略来提高企业和业主的综合收益以推广工程总承包。

Abstract：This paper constructs a general contractor promotion model based on the three-party game，explores the path and steady strategy of the model evolution，and verifies the validity of the model by Matlab simulation. The results indicate that government behavior strategy is the key factor in determining the evolution path of the game model. In reality，enterprises and owners will not choose general contractor，which need government taking strategies such as improving the market mechanism，increasing financial subsidies and promoting the whole process of engineering consultation and so on to increase the comprehensive income of enterprises and owners，to promote general contractor.
