摘要：建设项目投资估算的精确度始终是建设项目建议书、可行性研究技术经济评估、建设工程造价管理工作的重点，在面临设计、现场、工艺及制度等不确定情形下如何近情、合理、有效地确定投资估算值，一直是工程经济、管理界面临的课题。基于建设项目“问题归结、概念定义、模型构建、评估试验、设计生成”的设计形成过程，提出相应的多层级清单模式下的投资估算生成机制，以图扎实、机动、可追溯地改善投资估算在全过程造价管理中“简、虚、僵”的局面。

Abstract：The accuracy of investment estimation of construction project has always been the focus of construction project proposal，feasibility study technical and economic evaluation，construction project cost management，how to determine the estimated value of investment reasonably and effectively in the face of uncertain design，site，technology and system，has always been a subject of engineering economy and management. Based on the design formation process of construction project “problem resolution，concept definition，model construction，evaluation test，design generation”，this paper puts forward the corresponding investment estimation generation mechanism under the multi-level list mode，so as to improve the situation of “simplicity，deficiency and stiffness” of investment estimation in the whole process cost management with solid diagram，maneuverability and traceability.
