摘要：在PPP项目全生命周期内，启动再谈判调和各方利益成为政府与社会资本的有效手段。首先通过案例分析和文献梳理将PPP项目再谈判的风险因素归因于“已识别风险变异和未识别风险突发”，其次，借鉴“物理-事理-人理”（WSR）理论框架，构建PPP项目再谈判的风险再分担流程，有助于识别与厘清导致PPP项目再谈判的核心触发风险因素。

Abstract：In life cycle of PPP projects，it is an effective means for government and social capital to start renegotiation and reconcile the interests of all parties. First，this paper classifies the risk factors that may trigger the renegotiation of PPP projects from the risk of uncertainty and variability. Then，takes the theoretical framework of “Wuli-Shili-Renli”（WSR）to reconstruct the risk reallocation process after PPP project renegotiation，in order to identify and clarify the critical risk factors that potentially lead to the renegotiation of PPP projects.
