摘要：PPP项目绩效导向和运营期较长的特征共同决定了其产出绩效监管对项目成功至关重要。以我国相关文献、政策文件、公知观点为素材，采用扎根理论法构建涵盖监管主体、监管频率、监管内容、监管标准、监管措施、结果处置6个方面的PPP项目产出绩效监管框架并对其进行释义；基于此，为政府部门提出3点管理启示：（1）应完善PPP项目产出绩效监管相关政策以明确监管主体；（2）应针对不同行业构建产出绩效指标体系和标准并定期调整；（3）应出台PPP项目产出绩效监管相关法律法规并配套责任追究制度。

Abstract：Performance orientation and long operating period of PPP project’s characteristics determine that regulation of output performance is very vital to the success of the project. The paper constructs the regulatory framework of output performance in PPP project by the method of grounded theory based on the relevant literature with policy documents and well-known views of our country，which includes six aspects：regulatory subject，regulatory frequency，regulatory content，regulatory standard，regulatory measure and disposition of result. On the basis，puts forward three enlightenments of management for government departments：（1）the relevant policies of regulation of output performance in PPP projects should be improved in order to clarify the regulatory subjects；（2）the index system and standards of output performance should be constructed for each industry and adjusted regularly；（3）the legislation about regulation of output performance in PPP project and the accountability system should be established.
