摘要：通过分析流域治理采取PPP模式的必要性和当前应用PPP模式的总体状况，明确既要在流域治理中大力推广PPP模式，又要克服当前流域局部片段式治理PPP模式的不足，进行PPP模式的创新和升级。结合对永定河流域治理非典型性PPP项目的解剖分析，明确构建统一的流域治理投资平台和市场化运作机制的意义，并对该模式健康发展的应用提出应该予以关注的要点。

Abstract：Based upon the analysis of the necessity of adopting the PPP model for watershed management and the overall situation of applying the PPP model at present，this paper makes it clear that we should not only promote the PPP model vigorously in watershed management，but also need to overcome the deficiency of the current watershed segmental governance PPP model，and carry out the innovation and upgrading of the PPP model. This paper makes it clear the significance of constructing the unified investment platform and market-oriented operation mechanism of the atypical PPP project in the Yongding River basin.
