摘要：通过文献分析确认PPP项目超额利润分成应依据公平理论，鉴于侧重付出与回报对等的纵向公平研究较多，提出侧重市场内横向公平的多案例比较；从典型案例和国家级示范项目中选取10个案例，分析得出我国现阶段阶梯式分成中阶梯划分和各阶梯分成比例的惯例，并为政府部门提出三点策略建议。

Abstract：Through literature analysis，it is confirmed that the excess profit sharing of PPP projects should be based on the fairness theory. In view of the fact that there are more vertical equity focusing on the equal pay and return，this paper proposes a multi-case comparison focusing on horizontal equity in the market and selects 10 cases from typical cases and national demonstration projects. The analysis shows that the common practice of the stepped distribution and the proportion of division of each step in China，and puts forward three suggestions for government departments.
