摘要：通过选取近年来不同地区的9个工程项目，用新颁布实施的《公路工程建设项目投资估算编制办法》（JTG 3820-2018）及《公路工程估算指标》（JTG/T 3821-2018）编制投资估算，对比分析新旧估算的造价差异。研究结果表明：桥隧比较高的项目，建安费的增减幅度也较大，反之新旧估算的变化幅度较小；新估算建安费中人工消耗量和多数主要机械的台班消耗量都比旧估算大幅降低，且新估算的费率费用也比旧估算的费率费用下降较大；新估算中工程建设其他费用普遍降低，且降幅较大。

Abstract：By selecting 9 projects in different areas in recent years，the investment estimates are compiled with the newly promulgated “Method for Estimating Investment in Highway Engineering Construction Projects”（JTG 3820-2018）and “Index for Estimating Highway Engineering”（JTG/T 3821-2018），and the cost differences between the old and the new estimates are compared and analyzed. The results show that the increase and decrease range of engineering cost is larger for projects with high bridge and tunnel ratio，whereas the change range of old and new estimates is smaller；the consumption of manpower and most of the main machinery in the new estimates is much lower than that in the old estimates，and the rate-based cost of new estimates is also much lower than that in the old estimates；the other costs of engineering construction in the new estimates are generally reduced，and the decrease is larger.
