摘要：为合理确定项目建设投资，避免“三超”现象发生，在剖析传统统一固定费率制计算项目基本预备费的缺点和局限性基础上，提出以合理确定基本预备费取费基数中各项费用金额为基础，充分考虑其置信等级和置信区间，结合PERT技术采用个别浮动制方式计算项目基本预备费及确定费率。

Abstract：In order to reasonably determine the investment for the construction of a project and to avoid the occurrence of the phenomenon of “three excesses”，and on the basis of an analysis of the shortcomings and limitations of the traditional unified fixed rate system for calculating the basic reserve cost of a project，this paper proposes to reasonably determine the amount of various expenses in the basic reserve fee withdrawal base. Taking into account the confidence level and confidence interval of the various costs，the basic preparation cost of the project is calculated and the rate is determined by individual floating method combined with PERT technology.
