摘要：分析我国在基础设施建设基金设立方面存在的问题，然后从完善相关法律法规制度、拓展多元化的资金来源渠道、构建于实现资金平衡的投资模式、提升专业化的基金运作和管理以及探索多元化、市场化的退出机制等方面，提出设立城市基础设施基金的建议。

Abstract：This paper analyzes the problems existing in the establishment of infrastructure construction funds in China. Then，from the aspects of perfecting relevant laws and regulations，expanding diversified sources of funds，constructing investment mode to achieve capital balance，enhancing specialized fund operation and management，and exploring the exit mechanism of diversification and marketization，puts forward some suggestions for establishing urban infrastructure fund.
