国外既有建筑节能改造市场政府治理实践路径及启示

摘要:分析国外节能先进国家既有建筑节能改造市场政府实践行为,从市场规范化建设、市场良性竞争环境创建和市场发展协同激励三个方面,解析德国、美国、英国及法国等国家既有建筑节能改造市场政府治理实践路径。在此基础上,剖析国外既有建筑节能改造市场政府治理的内在逻辑,并基于国外既有建筑节能改造市场政府治理有益经验,从市场运行环境、市场激励措施、市场管理理念、市场多元驱动力以及市场动态治理等五个方面,提出对我国既有建筑节能改造市场政府治理的经验启示。

Abstract:This paper analyzes government practices in the energy-saving renovation market of existing buildings in advanced energy-saving countries abroad. the paper analyzes the government governance practice path of existing building energy-saving renovation market in Germany,the United States,Britain and France from three aspects of market standardization,the creation of a benign competitive environment and the coordinated incentive of market development. On this basis,analyzes the internal logic of government governance in the existing buildings energy-saving renovation market in foreign countries,and based on the beneficial experience of government governance in the existing energy-saving renovation market in foreign countries,presents empirical implications for the government governance of China’s existing building energy-saving renovation market from five aspects of market operating environment,market incentives,market management concepts,market multi-driving forces and market dynamics governance.
