摘要：建设投资规模测算是核电项目建设前期过程中的重要工作，但由于核电项目周期长、投资大、设计文件无法及时支撑投资决策，传统的投资规模测算方法无法适应解决新问题的要求。运用参考概算指标法和财务评价反算法可以在无设计文件支撑的情况下，较为准确地测算出项目的投资规模，为项目前期决策提供科学参考依据。

Abstract：Estimation of construction investment scale is an important task in the early stages of nuclear power project construction. However， due to the long period of nuclear power projects， large investment and design documents can not support investment decisions in time， which means the traditional methods of investment scale calculation cannot meet the requirements of solving new problems. The index method of reference budget and inverse algorithm of financial evaluation are used in this paper， which can accurately estimate the investment scale of the project without the support of design documents， and provide a scientific reference basis for decision-making in the early stage of the project.
