摘要：从外部市场变化、企业内生动力、国家政策引导等方面探讨交通、建筑、市政等行业的设计院转型发展的方向问题，深入分析业务转型、组织转型、观念更新等功能性改革的路径；对实施步骤做出策划，并对工程公司的组织模式、资源配置范式进行分析论述，提出意见和建议。

Abstract：This paper discusses the direction of transformation and development of survey&design institutes in transportation，construction and municipal industries from the aspects of external market changes，endogenous power of enterprises and national policy guidance. It deeply analyses the path of functional reform，such as business transformation，organization transformation and concept renewal，has planned the implementation steps，analyzed and expounded the organizational model and resource allocation paradigm of engineering company，and puts forward opinions and suggestions.
