摘要：由于国际工程自身的复杂性，以及受项目所在国社会、体制、文化等方面的影响，导致联营体在项目管理过程中安全管控存在着较多的不确定性。介绍国际工程EPC项目联营体的有关概念，分析联营体模式下安全管理的主要难点和关键管控环节，阐述国际铁路工程联营体安全管理的应对措施，以期为同业提供参考和借鉴。

Abstract：Due to the complexity of international engineering，as well as the social，institutional and cultural influences of the project host country，there are many uncertainties in the security control of joint venture in the process of project management. This paper introduces the concept of joint venture of international engineering EPC project，analyzes the main difficulties and five basic elements of safety management under joint venture mode，and expounds the countermeasures of safety management of joint venture of international railway engineering. Hopes to provide reference for the practicer.
